KHMU Info No. 10(October 31, 2018)

“Commitment to General Strike: End deep-rooted irregularities, protect the right to labor union, remove irregular jobs, Enact the legislation on personnel”

The Korean Health and Medical Workers Union (KHMU) held an ad-hoc congress to confirm the major four programs and four fights

The KHMU(President Na Sun-ja) called an ad-hoc congress, in which the labor leadership decided to join forces in the all-out fight, the November General Strike organized by the Korean Confederation of Trade Unions(KCTU). During the struggles, they will urge the government to end deep-rooted irregularities and other evil practices, protect the right to labor union, remove irregular jobs and enact the legislation on health and medical personnel.

At 1:00 pm on October 4, the third ad-hoc session of the congress was held in Saengmyeong Hall at the KHMU and confirmed the major four fights and four programs for the later half of this year. The four fights include: enact the legislation on health and medical personnel/ improve the working conditions make casual workers permanent stop health sector privatization/strengthen the public nature of health and medical services.

The four programs include: reach agreement in negotiations where some issues are still pending; and restore fired workers and normalize management strengthen organizations follow-up programs after negotiation and promote social dialogue carry forward the north and south Korean medical workers exchange project.

The KHMU committed to actively participating in the event of Korean Workers Day (November 10, 2018) in memory of the ardent spirit of martyr Jeon Tae-il and joining in the all-out general strike organized by the KCTU on November 21. With the slogan, “Right to Labor Union Activities for All,” the KCTU posts 7 demands for their fights in the latter half of this year: End the deep-rooted irregularities and evil practices ▲ remove irregular jobs ▲ ensure the fundamental labor rights ▲ extend and expand the social wage ▲ build a safe society ▲ restore the initial minimum wage law ▲ reform Chaebol the uniquely cultured nepotic conglomerates. The KCTU try 2018 all-out general strike calling for “End the deep-rooted irregularities and evil practices, Ensure the right to labor activities for all, Reform the society”.

Meanwhile, the KHMU congress on October 4 was reported about the process of reaching agreement on the standard wage system guideline in accordance with transition of contract and outsourced jobs to permanent jobs in the public hospital members of the KHMU. The members of the congress highly evaluated the result of the agreement given that it paved a way to ensure ▲ direct employment by parent companies, as opposed to subsidiaries; and employment buyout ▲ the salary step system instead of job-based payment ▲ no lowering of the existing wage and increasing wage ▲ the unified wage system by industries, and also considering it makes a breakthrough for transition of outsourced jobs to directly employed jobs. In addition, following the agreement, the KHMU will strength the fight to make casual/temporary workers permanent.

At the congress, the 2018 first half of the year settlement and audit were also conducted. Those in charge shared with the rest of the congress the progresses in the major campaigns and fights about the third round of hospital accreditation process, making the Baptist Hospital a public hospital and establishing public hospitals in the western Gyeongnam province region.
