The Year 2018 Initial Centralized Bargaining for the Health and Medical Industry Took Place.

 

At 2:00 pm on June 7 (Thu) at the International Conference Hall, Seoul Women’s Plaza, the year 2018 initial industry-level centralized bargaining took place between the representatives of employers and workers in the health and medical industry. President Nah Soon-ja of the Korean Health and Medical Workers’ Union (KHMU) and regional leadership members represented workers of the industry at the meeting. On the side of employers, representatives of special purpose public hospitals, region-based clinics, and small and medium sized private hospitals participated.

 

The KHMU President Nah noted in her greeting remarks that employers and employees should work together hand in hand by successfully reaching the agreement at the industrial bargaining to scale up the people’s rights to health and advancement of medical services amidst the health sector’s changing landscape represented by the Moon Jae-in Care Initiative and the Special Committee on the Health and Medical Sector of the Presidential Committee on Jobs. “Let’s change hospitals into a place where patients and workers are respected and make a society where everyone is healthy, with mutual trust between employees and employers,” added Nah.

The year 2018 initial industry-level centralized bargaining took place

 

At this initial meeting for the centralized bargaining, both workers and employers agreed that representation of different sub-sectors should be equally ensured and decided to meet on June 26 for the second negotiation at the central level.

 

The agenda that will be discussed further in the series of following meetings include: 1. updates on discussions within the Special Committee on the Health and Medical Sector under the Presidential Committee on Jobs, 2. updates about preparations to form a committee on health and medical occupations(drafted name) under the Economic, Social and Labor Council, 3. updates on formation and operation of the committee on comprehensive nursing care services, 4. updates on formation of taskforce team for innovative evaluating and certifying system for medical institutions, 5. updates on formation of the deliberation committee on health and medical policies and the advisory committee to set up a comprehensive national health insurance plan, and 6. updates on progresses on discussions about the special act on support of health workers.

KHMU hold a tripartite discussion session on June 12

 

On June 12, the KHMU hold a tripartite discussion session on private hospitals, participated by workers and employers of private hospitals, the Ministry of Employment and Labor and the Ministry of Health and Welfare.  In addition, for those hospitals that didn’t show their intention to take part in the industry-level centralized bargaining by June20, the union will conduct on-site protests at the lobby of the hospitals from June 18.

 

Meanwhile, on April 26, the KHMU made a firm decision on requests to the central bargaining and action plans for the year 2018 at the ad-hoc congress held at the Yeungnam University Hospital. And it also decided to be more active in the tripartite social dialogue and the central bargaining.

 

The KHMU’s official requests are as follows: Create 4 Out safe hospitals Form an employers group for progress and normalization of the industrial relations procure the joint-fund of employers and employees for public good  increase the wage by 7.1% form a joint request (by employers and employees) to the government.
