The 25th Anniversary Ceremony of the Korean Health and Medical Workers’ Union and 2023 Regular Congress

 

Solving manpower problems and institutionalizing industrial bargaining as a top priority

1.    Resolution to "Fight for a General Strike Calling for the Implementation of the September 2 Labor Agreement"

At the 2023 general congress, the Korean Health and Medical Workers’ Union (KHMU) decided to hold an industrial general strike in July to urge the substantial implementation of the "September 2 Labor Agreement", which was concluded with the Ministry of Health and Welfare in 2021.

The KHMU (President Na Sun-ja) made this decision at the 2023 regular congress that took place from February 9 to 10 with participation of more than 370 including delegates, site and office officials. At the congress, 234 delegates out of 322 in total adopted agenda and resolutions such as approval of the 2022 project evaluation, financial report, business plan and budget, and revision of the union constitution.

The delegates in attendance confirmed the slogan for 2023 as "Implementation of the September 2 Labor Agreement, Victory in the Struggle for the General Strike." After this, they decided to conduct: ▲Struggle for a general industrial strike to solve manpower problems, push to expand public healthcare, stop privatization of medical care, and stop labor reform ▲Develop the second industrial union movement to leapfrog health care unions - Institutionalization of collective bargaining beyond corporate level negotiations ▲Struggle against the government for social reform and response to general elections, Political empowerment of workers ▲Election of the 10th leadership of the KHMU and preparation for business plan.

Among the finalized 2023 business plans, the most important is the decision to hold an industrial general strike to fundamentally solve the problem of health care personnel. The KHMU plans to organize a general strike in July, demanding that the government should solve the cost of caregivers, which is more expensive than actual medical bill, ensure an adept level of medical workforces and patient safety, and reduce regional medical disparities, stop privatization of medical care and expand public healthcare services. This year’s negotiations related to wage and industrial bargaining, and negotiations with the government as well as the struggle for the general strike will be finalized at an extraordinary congress on March 30.

In her opening speech at the congress, President Na Sun-ja said, "Through the struggle of 85,000 union members, we will stop the ruthless policies of the Yoon Seok-yeol administration, including labor reform and suppression of labor unions, and we will also try our utmost to institutionalize industrial bargaining in order to resolve the polarization of inequality. This will be supported by our effort to change the law with 50,000-citizen petition campaign."

Son Se-mi, Head of the Cheonan City Mental Health Division of the Chungnam-Daejeon Regional Branch vented her anger in a struggle report, saying, "After the union had been established, the Clinic Center Director unfairly dismissed the branch head and the vice head and conducted unfair labor practices every day, such as threatening remarks to union members who participated in the picketing campaign, and encouraging them to withdraw from the union." She added, "The Northwest District Public Clinic, which is supposed to supervise these unfair labor practices, was on the sidelines, and the union members were unfairly fired in the process.” And she called for the fight to the end, appealing for support. 

At the regular congress, the followings were discussed and approved: ▲2022 business evaluation and accounting settlement report ▲the 2023 business plan and budget ▲amendments to the union constitution ▲election of the central committee members and delegates who will be dispatched to the Korean Confederation of Trade Unions.

Other items on the agenda included an urgent proposal to support the citizens of Turkey, who were severely affected by the recent earthquake, and the congress decided to hold a fundraising campaign to provide relief supplies. More specific plans for support will be discussed by the Central Executive Committee. 

On the other hand, prior to the regular congress, the 25th anniversary of the founding of the KHMU was celebrated. An award ceremony was also held for exemplary regional headquarters, branches, union members, and outstanding hobby clubs.
